On September 4, 2009, the Propaganda Department of the CPC Central Committee, the Work Committee for Offices Directly under the CPC, the State Organs Work Committee of the CPC, the Ministry of Education, the General Political Department of the Chinese People's Liberation Army (PLA) and the CPC Beijing Municipal Committee jointly held the third report meeting with the theme of 60 Years of Glory in Beijing. Foreign Minister Yang Jiechi delivered a special report on the historic achievements and valuable experience of Chinese diplomacy over the past 6 decades since the founding of the People's Republic of China and China's diplomatic work under new situations.

He pointed out that the Chinese diplomacy had withstood the severe tests of fluctuating international situation and achieved world-acclaimed results over the past 60 years. China has strengthened friendly cooperation with all the other countries in the world comprehensively, and the number of countries with diplomatic relations with China has increased from 18 when the PRC was just founded to 171 today. China has participated actively in the activities of various fields of multilateral diplomacy, altogether joined over 130 inter-governmental international organizations and concluded more than 300 multilateral treaties. China is playing an increasingly important role in the international affairs. "We resolutely safeguard the national sovereignty, security and development interests and have generally built a more favorable external environment. China's overall national strength has increased markedly and international status has been enhanced significantly. We are making more and more contributions to promoting the lofty undertaking of world peace and development."

He stressed that the valuable experience of Chinese diplomacy over the 6 decades could be reflected by eight insistences: insistence on the CPC's centralized and unified leadership of the diplomatic undertaking, insistence on constantly enriching and developing the diplomatic theoretical system with Chinese characteristics, insistence on carrying out diplomatic activities around the central tasks of the CPC and the state, insistence on enriching and improving the multi-faceted diplomatic layout, insistence on safeguarding the national sovereignty, security and development interests, insistence on coordinating the domestic and international situations, insistence on formulating diplomatic policies and handling diplomatic affairs based on China's basic national conditions and realities of the international balance of power and insistence on building a stronger diplomatic force.

He introduced the current international situation and China's diplomatic efforts, noting that the Chinese diplomacy stands at the historical period of great development. It's important to open up new prospects for the diplomatic work, better maintain the national sovereignty, security and development interests, create a sound international environment and favorable external conditions as required by the 11th meeting of diplomatic envoys abroad so that China will become more influential politically and competitive economically and enjoy greater image affinity and moral appeal.

Chaired by Yu Guilin, vice secretary general of the State Organs Work Committee of the CPC, the meeting was attended by about 800 people, including the Party, government and PLA carders, carders and workers of the state-owned enterprises and faculties and students of universities in Beijing.
