On February 25, 2013, Wang Qishan, Vice Premier of the State Council and Chinese Chairman of China-Russia Energy Cooperation Committee (CRECC), held talks in Beijing with Arkady Dvorkovich, Deputy Prime Minister of the Russian Federation and Russian Chairman of CRECC.

Wang said in the meeting that energy cooperation constitutes an important part of the comprehensive strategic partnership of coordination between China and Russia and both the presidents and premiers of the two countries attach great importance to it. Since its establishment five years ago, the China-Russia energy negotiation mechanism has reaped fruitful results and played an essential role in deepening pragmatic cooperation between the two countries and promoting the healthy development of their comprehensive strategic partnership of coordination. China and Russia need each other in energy cooperation, and they each have their own advantages in resources, markets and technology. Wang added that China and Russia, complementary with each other in energy, find it necessary and possible to expand energy cooperation. More than that, closer energy cooperation carries strategic significance for the two countries and goes in the fundamental interests of the two peoples. Wang affirmed that this meeting between the chairmen of CRECC has scored tangible achievements and given new impetus to the comprehensive strategic partnership of coordination between China and Russia.

Wang said the two sides have recently reached an important consensus to expand the trade of oil, marking major progress for China-Russia energy cooperation. Urging government agencies on both sides to hasten negotiations on the increase of crude oil supply and hammer out an inter-governmental deal at an early date, he also encouraged enterprises in the two countries to accelerate their business negotiations on the basis of mutual benefit. As to the China-Russia joint venture refinery in Tianjin, Wang urged the two sides to speed up consultations for an inter-governmental agreement. Wang said the Chinese and Russian governments endorsed their respective enterprises' negotiations on gas supplies to be delivered via an east pipeline, with Russia set to deliver 38 billion cubic meters of gas each year to China; the two sides will also continue feasibility research on liquefied natural gas (LNG) cooperation using the east line, as well as gas to be supplied via a west line. As nuclear cooperation between the two countries has maintained forward momentum, the two sides should carry out comprehensive cooperation, pushing for a package of cooperation projects in nuclear power plant, space reactor, floating nuclear power plant (FNPP), fast reactor, and construction of nuclear power plants in third countries. And support should be given to the two countries' enterprises in their long-term and mutually beneficial cooperation in the fields of electricity, coal, renewable energy, and aluminum.

For his part, Dvorkovich said his country is satisfied with the development of the China-Russia comprehensive strategic partnership of coordination as well as their cooperation in energy. As Russia sees it, an increase in oil supply to China is not only necessary but also possible; it also serves the common interests of both countries. Stating that priority will be given to gas-related projects in bilateral energy cooperation, he expressed his hopes the pipeline project and the LNG project via the east line will be pushed forward at the same time. When it comes to bilateral nuclear cooperation, the two sides should take care of each other's concerns and launch their cooperation projects whenever conditions are ripe. Dvorkovich added that the all-round cooperation in oil, natural gas, electricity, coal and renewable energy has demonstrated the spirit of the comprehensive strategic partnership of coordination between the two countries.

After their meeting, Wang and Dvorkovich jointly signed the Minutes of the CRECC Chairmen Meeting.
