On July 21, 2010, Chinese Foreign Minister Yang Jiechi attended the informal consultation of foreign ministers of East Asia Summit in Hanoi, Vietnam and delivered a speech.

Yang said that last year East Asia Summit exchanged in-depth views on the major practical issues influencing the development of the region, including the international financial crisis and its impact and played the role of a strategic forum "led by leaders". Against the background that world economy recovers in general but deep contradictions are far away from being tackled and recovery basis remains weak, the forum should continue to discuss the critical far-reaching issues from the macro perspective, such as promoting the strong, sustainable and balanced growth of the region and achieving better and faster development.

He elaborated opinions on East Asia Summit cooperation in finance, disaster reduction, trade and economy, education and climate change. He noted that efforts should be made to implement the Hua Hin East Asia Summit declaration on disaster management, strengthen information sharing and experience exchange in the field of disaster reduction and reinforce exchange and cooperation in the field of education through specific projects. China will provide another 400 government scholarships and 40 public administration master scholarships every year for developing countries within the framework of East Asia Summit in the next five years. Financial capacity building should be enhanced to supplement the financial cooperation of 10+3 (ASEAN and China, Japan and South Korea).

He said that the evolution of regional structure should help promote East Asia's peace, development, cooperation and prosperity and comply with the diversity in the region. Different cooperation mechanisms within the region should supplement and promote each other and seek common development. ASEAN should play a leading role in the evolution of the regional structure. He indicated that China is willing to listen to and respect ASEAN consensus and keep communications with all parties concerned on this issue.
