On July 20, 2010, Chinese Foreign Minister Yang Jiechi attended and addressed the International Conference on Afghanistan in Kabul, capital of Afghanistan. He said that China has been actively supporting, promoting and participating in the reconstruction process in Afghanistan and will play a constructive role in the early realization of peace, stability and development in Afghanistan.

Yang Jiechi said that with the leadership of the Afghan government and the efforts of the Afghan people after the London Conference, Afghanistan has made headway in political reconciliation, steady progress in economic reconstruction, and improvement on the security situation. However the situation in Afghanistan still faces many difficulties and challenges. The international community should effectively implement the commitments made at the London Conference and the previous international conferences on Afghanistan. The international community should, on the basis of respecting the sovereignty of Afghanistan, make concerted efforts for the early realization of “the Afghan people governing Afghanistan” and a peaceful, stable, independent, developing, progressing, good-neighborly and friendly Afghanistan. The international community should be firmly committed to the lasting security and stability in Afghanistan, strongly support the political reconciliation in Afghanistan, and respect the leading role of the Afghan government and people in this process; The international community should increase support to the Afghan government to develop and implement key development projects and initiatives of national priorities and focus the assistance on livelihood projects such as infrastructure development; The international community should strengthen international cooperation and support the United Nations to continue its leading role in coordinating international assistance to Afghanistan.

Yang Jiechi said that China has been actively supporting, promoting and participating in the reconstruction process in Afghanistan. From 2002 to 2009, China has provided Afghanistan with more-than-900-million-yuan economic assistance gratis, exempted Afghanistan from USD-19.5-million matured debts and constructed seven complete sets of projects for Afghanistan. Since the London Conference, China has rendered additional 160-million-yuan free aid to Afghanistan in support of its infrastructure, medical, health, education and other areas. The two sides signed the exchange of notes on granting zero-tariff treatment to the exports of some Afghan goods to China, covering more than 4,000 taxable items. The Chinese side will continue to increase human resources training for Afghanistan, implement construction assistance projects and give priority to areas urgently needed by Afghanistan. China will continue to be committed to Afghanistan's reconstruction process and play a constructive role for the early realization of peace, stability and development in Afghanistan.

This conference is the first of its kind held on the soil of Afghanistan. The conference adopted the Kabul Conference Communiqué, reaffirmed the long-term commitments of the international community to the stability and development of Afghanistan pledged in international documents such as the London Conference Communiqué in January this year, appreciated the progress made by the Afghan government in implementing the commitments made at the London Conference, expressed the will to jointly launch the Kabul process, and was committed to building a peaceful and prosperous Afghanistan. Afghan President Hamid Karzai and UN Secretary General Ban Ki-moon attended and addressed the conference. Foreign ministers from 38 countries including China, the United States of America and Russia also took part in the conference.
