Distinguished Professors, Students, and Parents,

Good afternoon!

It is a great pleasure to return to the UNTL to attend the 2024 “Chinese Ambassador Scholarship” award ceremony and to engage with you all. On behalf of the Chinese Embassy in Timor-Leste, I would like to extend my warm congratulations to all the award recipients and express my sincere appreciation to the UNTL and the Ministry of Higher Education, Science and Culture for their valuable contributions to the successful implementation of this scholarship program.

This year marks the 50th anniversary of the Proclamation of Independence of the Democratic Republic of Timor-Leste. Looking back, the country’s journey from declaration of Independence to national reconstruction has always been closely linked with the broader international landscape. Though located in a corner of Southeast Asia, Timor-Leste has always maintained a global perspective. Successive generations of Timorese leaders have steadfastly pursued national independence and development, while also demonstrating a strong sense of responsibility toward global issues, especially those concerning fragile states, and have actively advocated for fairness and justice in international affairs.

It is from this perspective that we gather here today to reflect on an important question: In an era marked by turbulence and transformation, how can humanity uphold peace, promote equity and justice, and achieve common development? This is also the theme of my speech today - China’s Vision and Actions in Response to a Changing World.

I. A World in Flux: Mounting Challenges and the Resurgence of Tariff Wars

The world is undergoing profound changes unseen in a century and has entered a new period of turbulence and transformation. Regional conflicts and unrest are frequent, the global economic recovery remains sluggish, anti-globalization is gaining ground, and development imbalances are worsening. The “North-South divide” continues to widen. Non-traditional security threats - including climate change, energy crises, terrorism, and cybersecurity - are on the rise. As a result, the deficits in peace, development, security, and governance are deepening globally. Recently, the United States, citing various pretexts, imposed tariff arbitrarily on more than 180 of its trading partners, including China. These actions severely undermine the legitimate rights and interests of other countries, violate WTO rules, disrupt the rules-based multilateral trading system, and destabilize the global economic order.

How can we overcome these difficulties and achieve common development? China’s answer is clear: unity over division, cooperation over confrontation, inclusion over exclusion. We believe that in the face of global crises, all countries are not sailing in over 190 separate boats but rather aboard one large vessel with a shared destiny. No country, however powerful, can thrive in isolation. The only right path is to work together in solidarity, openness, inclusiveness, and mutual benefit.

II. China’s Position: Rejecting Bullying, Upholding Fairness and Justice

Why does China firmly counter injustice? The answer goes beyond national interest - it concerns the future direction of the world.

China advocates for an open and inclusive multilateral trading system and believes in resolving disputes through consultation on the basis of equality. We strongly oppose all forms of economic coercion and hegemonic actions such as tariff threats and pressure. We believe the international community is not a jungle, but a family that respects rules and justice.

Just as Prime Minister Xanana Gusmão once led the people of Timor-Leste through a bloody struggle for independence with the belief that “resistance is victory”, so too will the Chinese people never bow to power politics. Half a century ago, the people of Timor-Leste stood firm in isolation and refused to succumb to foreign intervention and oppression. Today, the Chinese people will not yield to coercion. We are open to equal dialogue and negotiation, to together settle the dispute - but we will not accept intimidation and extortion.

More importantly, China is not only speaking for itself. It stands for the legitimate rights and interests of the Global South and represents the collective aspirations of developing countries for equality, security, and dignity. We must not allow a few countries to monopolize rule-making, nor allow global governance to become a “game of the strong power”.

III. China’s Solution: The Path of Peaceful Development and a Community with a Shared Future for Mankind

History and reality repeatedly demonstrate that unilateralism cannot resolve global issues. Only cooperation leads to mutual benefit; only peace brings development. In the face of turbulence and division, China has not chosen confrontation or isolation, but instead proposed a comprehensive framework - building a community with a shared future for mankind.

This concept emphasizes that all countries are interdependent and share weal and woe. Regardless of size, strength, or wealth, our interests are deeply intertwined and our destinies closely linked. Only through mutual respect and cooperation can we achieve lasting peace and universal security. Guided by this vision, China has put forward and is advancing the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, aiming to address global governance challenges and promote a fairer and more equitable international order.

We are committed to peaceful development, never seeking our growth at the expense of others. We promote global prosperity, support South-South cooperation, and advocate technology sharing and knowledge dissemination. We oppose dividing the world along ideological lines and reject the creation of confrontation and division.

“Building a community with a shared future for mankind” is not a slogan, but a concrete practice of forging a new type of international relations. From the Belt and Road Initiative to joint efforts on climate change, from public health cooperation to global poverty reduction, China is taking tangible steps to advance a more inclusive and equitable world order.

IV. From China-Timor-Leste Friendship to Regional Cooperation: Jointly Building a Shared Future

The friendship between China and Timor-Leste is a vivid embodiment of the vision of a shared future. Though separated by sea, our two nations have had similar historical experiences. Both suffered under colonialism and hegemonism and went through arduous struggles for national independence. China was the first major country to recognize Timor-Leste’s independence and the first to establish diplomatic ties. Over the past half-century, China and Timor-Leste have treated each other with sincerity and mutual assistance, setting a model for equality and cooperation between large and small countries.

From infrastructure construction and human resource training to scholarship programs, medical teams, and agricultural expert missions, China has demonstrated the spirit of partnership through concrete actions. Currently, China-Timor-Leste relations are entering a period of rapid development. In September 2023, our two countries officially established a Comprehensive Strategic Partnership, marking a new stage of high-quality, all-dimensional cooperation. Last July, President José Ramos-Horta paid a historic state visit to China. President Xi Jinping and President Horta jointly charted the course toward building a China-Timor-Leste community with a shared future - a milestone in our bilateral ties. Not long ago, I had the honor of accompanying Prime Minister Xanana on a visit to Hunan Province, where I deeply felt the warmth of Timorese leaders toward the Chinese people and further strengthened our confidence in moving forward together.

Timor-Leste is an important neighbor of China and an active participant in the building of a regional community with a shared future. China always adheres to the principle of amity, sincerity, mutual benefit, and inclusiveness in its neighborhood diplomacy. We promote all-around cooperation with neighboring countries, deepen exchanges in various fields, and work together to maintain peace and stability, fostering a friendly and cooperative environment in the region.

We firmly believe that regional peace and prosperity depend on solidarity, cooperation, and mutual trust. A stable, open, and cooperative regional environment is fundamental to sustainable development.

Therefore, China is ready to work with Timor-Leste and other neighboring countries to uphold good-neighborly relations, deepen mutually beneficial cooperation, and jointly build a peaceful, prosperous, and stable region. Let us take each other’s development as an opportunity and, based on mutual respect and equality, advance the building of a community with a shared future, contributing to lasting peace and common prosperity in the region and beyond.

V. A Message to the Youth: Embrace the World, Shoulder the Future

Dear students,

Youth represent the future of a country and the hope of the world. Recently, the Chinese Embassy held the first China-Timor-Leste Youth Exchange Forum. In my conversations with young Timorese representatives, I felt their strong thirst for knowledge, curiosity about the world, and high hopes for the future. You embody the potential for national development and carry forward the friendship between our two nations.

I am pleased to see more and more Timorese students pursuing studies in China, learning Chinese language, medicine, agriculture, law, and other disciplines. You are becoming bridges of cooperation and messengers of mutual trust. The “Chinese Ambassador Scholarship” program has been successfully held at UNTL for six consecutive years, supporting 473 students in total - a reflection of our deep commitment to youth development and to the future of bilateral relations.

Here, I would like to share three hopes for you:

First, broaden your vision and care for the world. Like your predecessors, I hope you pay attention to international affairs and the future of humanity, and stand firm in defending global fairness and justice.

Second, pursue knowledge and engage in practice. Whatever field you choose, keep striving to improve yourself and align your personal development with the progress of your country and the world.

Third, inherit friendship and build the future. Be the bridges of youth exchange and ambassadors of mutual understanding, and use your energy and passion to write a new chapter in China–Timor-Leste friendship.
