On October 29 Suara Timor Lorosae carried an article, both in English and Tetun, by Ambassador Dr. Xiao Jianguo entitled "The realization of moderate prosperity of the People's Republic of China is a great contribution to world peace and development". The full text is as follows:

On September 28, 2021, the State Council Information Office of the People's Republic of China released a white paper entitled "China's Epic Journey from Poverty to Prosperity", which records China's great journey of building a moderately prosperous society, introduces China's exploration and practice of building a moderately prosperous society in a comprehensive manner, and shares its experience of Chinese-style modernization.

In China, "xiaokang" is an old term that refers to a relatively prosperous and happy state of living between subsistence and affluence, free from hardship and deprivation. Enjoying a peaceful, tranquil and happy life has been a beautiful vision for people since ancient times. From the outset ,the Communist Party of China (CPC )has made the wellbeing of the Chinese people and the rejuvenation of the Chinese nation its abiding goals. Over the past 100 years, the CPC has united and led the Chinese people to struggle tenaciously and consistently to "stand up", gradually to move towards "getting rich" and "getting strong". It has solved the historical problem of absolute poverty, won the great victory of building a moderately prosperous society, and taken a critical step towards the great rejuvenation of the Chinese nation.

China's moderate prosperity is a prosperity through all-round development. In pursuing moderate prosperity, China emphasizes balanced, coordinated and sustainable progress in the economic, political, cultural , social and eco-environmental fields. It aims to meet people's growing needs in all areas and at all levels and to promote their well-rounded development. Moderate prosperity makes China a strong and prosperous country striving for national rejuvenation and people's wellbeing. A moderately prosperous society in all respects is a society in which all people share the fruits of development and follow the path of common prosperity.

China has achieved moderate prosperity in all respects through the consistent hard work and wisdom of the Chinese people. It is extremely extraordinary and not easy. When the PRC was founded in 1949, it was a war-torn country mired in poverty. The CPC has led the Chinese people in rebuilding he country from scratch through self-reliance and hard work, achieving the moderate prosperity which they strive for , and creating a better and moderately prosperous life. The success highlights the greatness, glory and correctness of the CPC and the spirit of self-improvement and hard working of the Chinese people.

In achieving moderate prosperity for the Chinese people , China has contributed to its own development and delivered benefits to the rest of the world, and contributed its wisdom and strength to building a global community of shared future. As the world's most populous and largest developing country, achieving moderately prosperity in all respects is a great contribution to world peace and development in its own right. China has been the largest contributor since 2006, making an average annual contribution of more than 30 percent of world economic growth. After the outbreak of Covid-19, it was the first country to contain the virus, reopen its economy, and achieve economic expansion, and again it has been leading the recovery of international trade and economic activity.

In achieving a moderately prosperous society, China has written a new chapter in human anti-poverty history, created a Chinese sample of poverty reduction governance, and contributed significantly to accelerating the world's poverty reduction process. Poverty is one of the major problems plaguing human society, and its eradication is the common ideal dreamed by all peoples. Since China launched reform and opening up, 770 million rural Chinese have crossed China' current poverty line and moved out of poverty. According to the World Bank's poverty line, poverty reduction in China represents 70 percent of the global total, achieving the target set by the UN 2030 Agenda for Sustainable Development 10 years ahead of the schedule, making significant contributions to the development of global poverty reduction and the progress of human development.

China's building a moderately prosperous society can not be separated from the reform and opening up, which is essential and a critical move for achieving moderate prosperity in all respects. The CPC has led the people to emancipate their minds, keep pace with the times, open the country and embrace the world, engage in both "welcoming in" and "going global" on a large scale. By opening up as a catalyst for development and innovation, China's economy has ushered in an era of rapid development. Canton Fair is the epitome and example of China's reform and opening-up. Recently, President Xi Jinping, in his congratulatory letter to the 130th Canton Fair, once again expressed China's firm determination to always adhere to the expansion of openness. The open door will not be closed, it will only be opened wider and wider to provide more market opportunities, investment opportunities and growth opportunities for all countries. In the future, China will continue to embrace and interact with the rest of the world, adopt a more open and inclusive mindset, and contribute even more to building a global community of shared future and a better world.

In achieving a moderately prosperous society, China has gained new experience of modernization for humanity. In the face of today's world development dilemma, the CPC, based on China's actual conditions and grasping the laws of economic and social development, has opened a new and distinctive path to modernization suitable for itself, and created a new model for human civilization. China's experience provides development opportunities and inspiration for countries and peoples of the world who wish to accelerate their development while maintaining their independence. As one of the world's least developed countries, Timor-Leste is faced with both the tough  task of development and a vast space for development. At present, the Government and people of Timor-Leste are committed to transform their country from a low income to a upper middle income country by 2030. We firmly believe that with the efforts of the Timorese people and the help of the international community, this national development vision of Timor-Leste will be realized as scheduled.
