Notice on Airline Boarding Requirements for the Health Code from Timor-Leste to China (Updated on April 7, 2022)

In order to strengthen the prevention and control of the COVID-19 in China, the Chinese Embassy in Timor-Leste will adjust the application requirements for health code for those who fly to China from Timor-Leste from April 9, 2022. At present, the situation of the COVID-19 is still severe. The international travel, especially international transit, has a high risk of cross-infection. If you really need to travel to China, you must apply for the health code issued by the Chinese Embassy in Timor-Leste, otherwise you will not be able to transfer to China.

1. Conditions for applying for health code

(1) The application requirements for those who have completed the vaccination

a. Two times nucleic acid tests must be carried out by designated institutions (see Article 2) within 48 hours before boarding, and at least one of two tests should be collected within 24 hours before boarding.

b. An antigen test should be done at the designated institution within 12 hours before boarding.

IgM antibody testing is no longer required for vaccinated individuals.

(2) Requirements for applicants who have not been vaccinated

a. A nucleic acid test should be done at the designated institution within 24 hours before boarding.

b. An IgM antibody test should be carried out at the designated institution within 48 hours before boarding.

c. An antigen test should be done at a designated institution within 12 hours before boarding.

(3) Identification of personnel who have completed vaccination

If the applicant has not been vaccinated for all doses, he/she will be treated as an unvaccinated person. After the applicant completes the corresponding doses of re-inoculation, he/she will be regarded as vaccinated personnel.

If the applicant receives multiple doses of vaccine in the same day, he/she will be treated as those who have not completed the vaccination. For those who have completed the entire vaccination within 14 days, the health code will not be issued.

Please upload the official vaccination certificate when applying for the health code.

(4) Requirements for Health Code in Transit Location

Please know in advance the entry policy of the transit place and the testing requirements of the Chinese embassy or consulate in the transit place. During the transfer in the transit country which has direct flight to China, please complete the test as required and apply for a health code from the Chinese embassy or consulate in the transit country after obtaining the report. The current route to China is as follows (only for reference):

First, transit through Indonesia.

Second, transit through Sydney.

It is necessary to send the information to the Chinese Embassy in Timor-Leste at least 15 working days in advance for the record (email: consult_tmp@mfa.gov.cn).

(5) For those who have a history of infection:

Those who have been diagnosed with the COVID-19 in any medical institution in Timor-Leste, or who have not been diagnosed but have tested positive for any of nucleic acid and IgM (not due to vaccination) are considered to be infected. If need to go to China, please provide a diagnostic certificate with lung CT or X-ray results issued by the National Hospital of Timor-Leste, and two recent negative nucleic acid tests with an interval of more than 24 hours.

3. Steps to apply for health code

After obtaining all negative test reports, you should visit the website https://hrhk.cs.mfa.gov.cn/H5/, declare your personal information and upload all negative reports.
