Notification on Nucleic Acid Test Certificate Required for Chinese and Foreign Passengers bound for China from Timor-Leste

To ensure healthy and safe international travels and mitigate the risks of cross-border spreading of COVID-19, in accordance with the public announcement by the Civil Aviation Administration, General Administration of Customs and Ministry of Foreign Affairs of China on 20th July 2020, the Chinese Embassy in Timor-Leste hereby notifies the adoption of the policy that requires Chinese and foreign passengers bound for China from Timor-Leste to carry a certificate of negative COVID-19 nucleic acid test result. Specifics of the implementation are as follows:

1. General Requirements

Starting from 7th September 2020, Chinese and foreign passengers taking flight to China from Timor-Leste, including passengers who transit in other countries, are required to complete COVID-19 nucleic acid test within 3 days prior to boarding and apply for green health code with "HS" symbol or Health Declaration Form by presenting their negative results of nucleic acid tests. Relevant airlines will verify before check-in.

 

2. Time of nucleic acid tests and testing institution

Nucleic acid testing should be completed within 3 days before boarding and be taken at National Health Laboratory-Dili.

3. How to apply for the Health Code (For Chinese passengers)

Once obtaining a negative test result, a Chinese passenger is required to take photograph of the report and upload his/her COVID-19 negative certificate to the WeChat mini program COVID-19 Prevention Health Code International Version within 24 hours. Upon review and approval by the Chinese Embassy in Timor-Leste, he/she will receive a green health code with "HS" symbol. Please make sure to board the flight within the validity period of the Health Code and cooperate with the airline staff for checking the said Code. It's highly recommended to bring the original certificate with you.

4. How to apply for the Health Declaration Form (For foreign passengers)

A foreign passenger, after obtaining a negative test result, should send the scanned copy of the page of personal information of his/her valid passport, negative result certificate of COVID-19 nucleic acid test and the duly signed Health Declaration Form to the following e-mail address of the Chinese Embassy, which is tlchinaconsul@gmail.com.

After due verification, the Chinese Embassy in Timor-Leste will send the scanned copy of the Health Declaration Form with official stamp back to the applicant. The foreign passenger bound for China should then print out the Health Declaration Form and bring it to the airport. Please make sure to board the flight within the validity period of the Health Declaration Form and cooperate with the airline staff for checking the said Form.

5. Important Reminders

(1) If you are unable to complete the nucleic acid test and obtain a negative result certificate in time, or to obtain a green health code with the "HS" symbol or the Health Declaration Form, it means you temporarily unfit to take flights. Please reschedule your itinerary accordingly.

(2) Chinese and foreign passengers who plan to transit in countries where nucleic acid test certificate are required before boarding (please refer to this link: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html for the country list), will also be required to have their green Health Code with "HS" Symbols or the Health Declaration Forms checked by relevant airlines during transit. Please make ready your "HS" symbol or Health Declaration Form before boarding, and ensure it is valid during transit, so as to avoid being in denial boarding and hence be stranded in the airport.

(3) Validity of a nucleic acid test starts from the issuing date of a negative result certificate. Considering a nucleic acid test needs time to complete, for a passenger to take flights bound for China, please arrange your schedule rationally by taking a test in advance and upload the negative COVID-19 nucleic acid test result certificate as soon as possible in order not to cause delay in your travel.

(4) When collecting a negative COVID-19 nucleic acid test certificate, a passenger bound for China shall carefully check and confirm all personal information is correct, otherwise may fail to pass verification due to information error. The said negative COVID-19 nucleic acid test certificate must by stamped by the testing facility or signed by authorized personnel. All passengers inbound China from Timor-Leste shall follow relevant laws and regulations and provide genuine and effective Nucleic Acid Test Certificates. Passengers who provide false certificates shall bear corresponding legal liabilities.

(5) Please also be noted that a certified Health Declaration Form is not a prerequisite for a Chinese visa, and vice versa.
